SECRET MISSIONS: PAST and FUTURE SECURITY
BECAUSE of a quarter-century of Naval intelligence experience and expert knowledge of the Japanese, Ellis M. Zacharias was commissioned to execute the assignment of psychological warfare against Japan in World War II.
He commanded the cruiser Salt Lake City on its famous Tokyo-bound bombing mission to Shangri-La. He later commanded the battleship. New Mexico, which engaged in many Pacific operations.

Admiral Zacharias was decorated three times with the Legion of Merit. Three war admirals recommended his promotion to flag rank that of Rear Admiral.
Having acquired expert knowledge of the Japanese gained as a student in Tokyo as early as 1920, he was enabled, as events proved, to forecast with pin-point accuracy the actions of Japan. He prophesied that the Japanese would open hostilities with an air attack on the American fleet without any declaration of war on a week-end and probably on a Sunday morning by launching planes from carriers.
Because of his qualifications, Zacharias was appointed to lead the important work of psychological warfare against the Japanese High Command in the summer of 1945. He conducted a remarkable one-man radio war against the enemy in which he undertook to clarify unconditional surrender.

The U. S. Cruiser Salt Lake City was the oldest heavy cruiser the United States had according to Time magazine in 1943, The No. 1 U. S. Cruiser of the war. Time said: She has probably been in more engagements than any other warship … but never hit hard enough to be sent home for repairs.
After the war the Salt Lake City, as one of the oldest ships in the navy, was assigned to the guinea pig fleet which was used in the atomic bomb tests on warships in the spring of 1946. No one thought the Salt Lake City would survive that test—but she did.
She was believed to have fired the first naval shells to fall on a Jap-held island. The Salt Lake City traveled 243,500 wartime miles. Her log is a virtual history of naval war in the Pacific.
Now the navy has buried her listing, bombed hulk in the Pacific waters she often battled to defend.
Rear Admiral Ellis M. Zacharias was honored by the U. S. N. when he commanded the noted cruiser, Salt Lake City.
