Mr. Perrin; who is a native of Illinois, received his educational training at McKendree and Monmouth Colleges and Michigan University; which was later enlarged by traveling in Europe for more than a year, during which time he visited Great Britain, France, Germany, Switzerland and Italy.
He was a member of the Illinois Legislature, Secretary of the Trustees of the Illinois State Historical Library, member of the first Board of Directors of the Illinois Historical Society, elected as the first honorary member of the Illinois Society of St. Louis, Missouri, and has been proffered various public positions, which he has persistently declined, preferring to devote his time to his lecture work.
His literary contributions have found their way into various newspapers and magazines of prominence.
The best testimony as to the position he occupies in the oratorical world is found in the numerous invitations extended to him for addresses by literary, social, fraternal, charitable and other organizations.
His lecture on The Man of Illinois is particularly suitable for colleges and schools, while it may also be used very readily under other auspices.
In The Lecturer's Itinerary, the amusing experiences which he details establish a friendly relationship between his audiences and himself at once.

Of course the lecturer has no business of his own and yet he has. He can't have any business of his own because it takes all of his time to go around and tell others what their business is. He can't do anything himself because his time is occupied in telling others how to do what they want to do. In doing this, however, he establishes a business; the business of being a universal superintendent—the business of directing the world's affairs.
