have attracted nation-wide attention. His book

has been cited as an alert and searching analysis of NATO and the policy of containment.
Author-lecturer Feller's words are backed by a distinguished military career. Head of Psychological Warfare in MacArthur's Pacific campaign, he conditioned the minds of the Japanese for defeat and surrender with

, radio broadcasts, leaflets and other devices. He was cited for his ability and resourcefulness in this notable contribution to victory.
In World War II General Fellers who has crossed Russia twice and spent 11 years in the Orient, was also on active duty in the campaigns of the African desert and the Pacific. In 1940-42 he joined the British Forces in the Middle East as U. S. observer of operations. For clarity and accuracy of his reports, he was awarded the Distinguished Service Medal and promoted to Brigadier General. In 1943 he rejoined the MacArthur Command in Australia, set up the Civic Affairs Division of the Philippine occupation, served as Chief of the Joint Planning Division and throughout the Philippine campaign was MacArthur's personal combat observer at the front. Following his psychological warfare work, he was Secretary General of the Allied Council for Japan until his retirement in 1946.
General Fellers is a graduate of West Point, the Artillery School at Fort Monroe, the Command and General Staff School, Chemical Warfare School and Army War College. His decorations include the DSM with Oak Leaf Cluster, Legion of Merit, Distinguished Service Star of the Philippines with Anahau Leaf, six Bronze Battle Stars and the Bronze Arrow Head for assault landings.
