When President Lincoln declared Council Bluffs, Iowa the eastern terminus of the Union Pacific Railroad, T.C. Durant began building in Omaha, thus placing the burden of financing a railroad bridge across the Missouri on the city of Council Bluffs.
Charles Tracy was the Union Pacific Railroad's and Thomas C. Durant's attorney. He was the senior member of the firm Tracy & Olmstead and later of Tracy, Olmstead & Tracy.
