Teacher - Johnny, you may now compare the Des Moines plan
of city government with the old form of city government.
Johnny - Please, ma'am, we've only had two years to prepare
this lesson and, besides, I'm only a congressman and not
supposed to know much about laws and political machines and -
Teacher - Well, then, Johnny, do you think it is better for
the people to be governed by a corrupt political ring or to
have a hand in the government themselves?
Johnny - Please, ma'am, I don't know. I've got friends on
Teacher - Then maybe you can tell us which is the better,
a government by graft or a government of honest business
Johnny - Please, ma'am, I don't know. I have some good
friends on both sides.
Teacher - Johnny, which do you think better, an honest ballot
or a stuffed ballot?
Johnny - Please, ma'am, my friends are divided on that question.
Teacher - Do you think, then, Johnny, that a city should be governed
for the sake of your political friends or for the sake of the
Johnny - Y-y-es 'm n-no'm - y-y-yes'm
Teacher - Johnny, do you think it is the duty of a public officer,
say an alderman or congressman or anything like that, to be more
interested in holding his political job than in helping the people
solve the question of honest government?
Johnny - Please, ma'am, that isn't a fair question. It isn't in the
Teacher - Then you have read the lesson?
Johnny - Well, yes, a little - but you see I am only a congressman,
and then I have friends on both -
Teacher - That will do, Johnny. You may go to the foot of the class.
