Paul Grady of the Seattle, Washington, Police Department, was the first person to start bicycle patrols in police departments in 1987, and police departments around the country hired him to train their officers. He taught the officiers how to climb and go down stairs on a bike and how to take down someone who was running from an officer after committing a crime. The bikes were effective in getting to areas that a car would not be able to get to. The bicycle patrol helped integrate the police into the community and helped them become a positive force for the public, especially for children in troubled areas.
